Actually, on Star Trek I have seen battles both ways. Some were in 
subspace at high warp speed, and some were at impulse speeds which is 
sublight. Tactical wize phasers don't work well in warp, but the photon 
and quantum torpedoes can be fired at maximum warp.
However, you are right the majority of space combats on TNG, DS9, and 
Voyager happened while the starship was at impulse speeds.
However, I have seen cases like in the TNG show Q Who where the Borg 
were chasing the Enterprise at high warp and the Enterprise was using 
afte photon torpedoes to fire at the Borg cube while both were doing 
speeds exceeding warp 9.
Actually, it would make sense if you were in range of a base or other 
fixed target to drop out of subspace and approach using standard impulse 
maneuvering thrusters.
Game wise having impulse and warp drives also gives you two chances to 
maneuver and move. If you only had one you would be adrift with no 
maneuverability at all.
On a technical note the impulse speeds don't very much between ships. 
Impulse drives seam to be pretty much a fixed standard design across 
classes.
