Me, personally, no. If I sold it I would still wipe it and either include
the windows cd or reinstall clean for the sale. I am really paranoid when it
comes to data safety or possible leftovers on old computers.

You might sell it with windows still on. In other words your legal 
windows + all the software you wish to include is part of the sale.
