I reinstalled Jim Kitchen's "winkit" file. Somehow, that fixed the problem.

No, but I remembered a solution that worked for someone else some time
ago.
I tried it, and it worked. I reinstalled Jim Kitchen's Winkit file and
now
have SAPI speech again. Thanks for all the help, people.
