I'm sure that an arrangement can be found to work with a foot treadle. The legs have the biggest muscles, but to use them effectively, an alternate support such as a bicycle seat is often needed, and as usual, impedance must be matched and ergonomics considered. Here's a recent invention just using a heavy, hinged maul and a support spring to make a splitting operation far easier: http://www.wimp.com/choppingfirewood/ Notice the operator giving the weight an initial lift. The hand is often more subtle than the leg linkages we build. If the legs are needed for moving during material handling, a single treadle with a low initial "gear ratio" is good. If the feeding involves a lot of side to side motion, a big rocker might harmonize with that.
