I wouldn't be surprised if ALL the UVB is blocked out by the plastic cover.

I don't like the way the light looks in those fixtures either. It seems to 
have no concentration - scattered everywhere. I use the black and brown 
fixtures that are designed to sit on a fish tank hood. Of course, they are 
twice the price of the other fixtures. They do seem to direct the light 
better, and they seem brighter.
Ugly as the other fixtures look, you gotta leave the covers off.
