Now... CITES only applies to international transport. Transport within a
country, but across state lines, is a different matter. Having said that,
any species listed under ESA (U.S. Endangered Species Act) usually requires
permit to transport across state lines. And, many of the things that are on
ESA are also CITES listed, but not all. CITES pertains to International
Trade.
