I want it to use existing configuration files in a directory structure and
the project should be about resolving any changes to those, so tools can
be used standalone or with manager with no set up impact.  For example,
a .gafrc file for one way is same as for other way, and gschem or gattrib
or gnetlist can ignore extra content in .gafrc local files.  OK to refer to yet 
another .pmrc or project-managerrc file.
