Or an even more pathological case where nets are fused in a circle... I'd say, take whatever comes first and issue a warning during netlist. DRC might check for this ambiguity, too. The designer is responsible to use the netfuse symbols in a way that yields a non-ambiguous winner. Anyway, it most likely won't be detrimental to the following tools. After all, netnames are just that: names. A back-end might need fixed net names for special purposes.
