Apologies, but I'm slightly confused... the point would be to not have a
distinction between ruby memory controllers and classic memory controllers,
so it's not clear why we need a classic memory controller to get started on
this.  Seems like we'd want just one good memory controller that could be
used in both memory models.  Or do we not have any good detailed ruby
memory controllers committed either?
