It'd be nice to fix this. Some possibilities: Make ThreadContext for fetch stage. This might be a little overkill for one function. Have makeExtMI take in a fetch object, or fetch data structure that has the necessary information for making the extended MI. This might force other models such as SimpleCPU to create a fetch object.
