Because by default WinAmp doesn't have the mp3PRO encoder installed. You
have to install that yourself.  I suggest to go aacPlus because that is
defaulted in WinAmp.

Winamp does not have a native mp3PRO decoder, so it only plays the MP3 at
half the sampling rate.
Listeners will need to install the mp3PRO decoder into Winamp to get the
full quality sound.
Since Winamp does have native AAC support, you may want to consider using
that instead.
