If you log on as root, can you mount the floppy?  If so, then your
user ID is not in the floppy group.  As su/root try:

 adduser yourusername floppy

Try running fsck and see if you have any issues with your drives.

Winmodems can be tricky, but I have seen them work.

If you're not too attached to that distro, bring a couple of blank
CDs to the meeting and have someone make a copy of the LibraNet 2.0
distribution in the library for you.  It is Debian based and a very
nice distribution. IMHO
