This is a good point. As in many situations, the needs of the government can conflict with the needs of the people. Oh, and I do like the idea of a PGP key exchange. I rarely use PGP myself, but I have it setup for when I do use it. (Again, not often.)
There was a joke article somewhere where "hackers" were asking dull people to stop using encryption. Basically, the hackers were breaking the encryption (again, this was a joke) and then finding that they only had access to stupid jokes being forwarded and so forth. Funny stuff, plus it's probably all too true. One issue that comes up with encrypting emails is anti-virus protection. If/when encryption of email becomes more commonplace we will see anti-virus at the mail server level become less effective. This can lead to a reduction in security since a lot more work is involved in anti-virus protection at the workstation. Something to consider. There are always trade-offs.
