Sure there are lots of personal firewall programs you could put
on their machines, but they may notice that it's there. Some might
let you put an administrative username and password. Although I 
don't know of any that do that off hand. Two programs that come to
mind are ZoneAlarm and Tiny Personal Firewall. You can find many
more on google. Another option would be to use your network firewall
to block those peoples ip address from accessing port 80 outbound.
There are probably lots of other ways, but that's the best I can 
come up with at 4:30 on friday.
