They also block 25... The official line is "no unauthorized servers" (pretty vague IMO, what is classified as a server?). After speaking with a COX guy (I actually called to see what it would take get my smtp and http servers authorized since the ports were blocked), he basically told me "if you're not causing problems on our network or doing anything illegal its ok to run anything on any of the non-blocked ports".
