I've had Cox cable for almost a year now, and I think I've had a total of three different IP addresses. It could be the case that the DHCP servers live in the neighborhood switches--I don't know much about how cable networks are built. Bellsouth's residential DSL, however, forces you to use PPPoE, which means you'll be changing IPs every time you get disconnected, like dialup. I'd recommend looking at the i-55 solution first, then falling back to Cox if it's not available.
