Because Debian has a policy that after stable is released, it is only updated for security issues and grave bugs, and because when stable was released, 2.4 wasn't yet stable (enough). All of the utilities shipped, though, work just fine with 2.4, so you can just compile a new 2.4 kernel if you like (look into make-kpkg). Also, there are unofficial install disks out there that install a 2.4 kernel by default.
The next release will likely ship with 2.4 by default (possibly except for some m68k and sparc32 machines -- there has been a thread on debian-devel recently about whether those two still need 2.2 kernels or not).
