I have DSL accounts with Bellsouth and EAtel - both work well. The last
time I checked (several months ago) the Bellsouth account had no port
blocks (it's a nominally DHCP IP address but it doesn't change unless I
reboot the modem). The EAtel account is a block of 8 static IPs with no
port blocks - they have excelent tech support people and the service is
very reliable

DSLreports shows the Bellsouth line at 1204/211kbps - I haven't tested
the EAtel line but we run a mail server, web server, DNS and FTP and
have SSH access. My impression is that the EAtel service is slightly
faster.
