It's already there, isn't it?  I know that it works on one Mepis start up 
service, where it checks a time server.  If you don't have the box plugged 
into a network and you press ctrl-c, it skips the service and goes on with 
the start up.  I have not tried that for anything else.

Long boot times don't bother me because I don't have to boot often.  Thanks to 
power management, I don't even have to boot my laptop.  It goes down only 
when I insert a pcmcia card while it's sleeping or when I have to present and 
the external video is not on.  Everything else stays up until I change a 
kernel or the power fails.  Usually, it's the power.
