How about going to a shelter and helping someone without computer access?  
That is the point of what we are talking about.  It would be faster for local 
volunteers to set up kiosks than it will be to wait for the feds or Bell 
South to do it.  

I might help a "guinea pigs" myself tomorrow.  It would be easy to take 
someone to Charlie's Coffee and try to fill out the forms for them using 
different browsers.  If all else fails, there's a public terminal with 
Winblows in the back.  If that fails, my point is made, most people are going 
to have to call in.   I've got a red cross volunteer in my house, I'll ask 
him about this tomorrow.  He's crashed out now from ten days of 14 hour days.

If the application were not important, I would not mind a crappy IE only 
website.  There are still a few of them in places where incompetence rules.  
Most people would never consider something that turns away 3 in 10 potential 
customers. The problem is that every government website is important and this 
one is more important than average.
