Why not both? Why not even more OSs?

However, I'd recommend Ubuntu for a cheap desktop PC like you are proposing.
You may want to contact Xandros and Ubuntu to see if they will give you some
sort of backing, or at least bulk CDs. That would save you some hassle and
make for a nice addition to the PC.

BTW, I've thought about the same kind of project in the past and couldn't
afford the investment of time. YMMV.
