It's not their network, it's ours because they make use of public property. Part of my backyard is public servitude and I can't make use of it in any way. Cox uses it with the publics permission or they don't. They are bound by numerous laws designed to serve the public, one of them being common carriage. Their use of public property makes them a public servant, not the public's master.
