Shepherding is a new thing, loosely based upon an approach that the board has used for some time. I'm sure it is largely undocumented. I suspect that generally speaking it is incubator PMC members that do shepherding, but if someone reads reports and provides useful analysis, I suspect this will be greatly appreciated.
