The following page of the Incubator project states 'The project is not highly dependent on any single contributor (there are at least 3 legally independent committers and there is no single company or entity that is vital to the success of the project)'.
https://incubator.apache.org/incubation/Incubation_Policy.html#Minimum+Graduation+Requirements The latter part of that statement ( there is no single company or entity that is vital to the success of the project) in the policy document is very clear. Proposing a group of privileged contributors of which 63% is affiliated to one organisation can not be regarded as anything else than that a single company has a disproportional influence on the project.
