My suggestion: Work out what people on the PMC are members of the PMC for. ie) I consider myself a Taglibs and Commons developer [both umberella projects so not great examples]. List which projects people are on the PMC for. These people are now required to submit a report to the chair (PMC in general). Whether they break it down further [ie) Commons], or choose one amongst themselves is up to themselves. So basically the PMC making a requirement of a part of their community to be responsible for a part of their codebase.
