i'm not sure that "Hibernating" works as well as "Maintenance Mode",
largely because i think the community is more important than the code
in these situations.  If the -dev list is quiet but the -user list is
continually active, i don't think it fits to describe the project as
"hibernating".

i like the Active Development, Maintenance Mode, and Unmaintained options.
