You need to see whose copyright it is and what it says. The specifc wording on some ACM copyrights is that it's "republishing", not "redistribution" that requires a special permission. Sharing an individual copy by private means of delivery without direct commercial gain cannot be considered republishing. Reproducing the whole article on the web is likely to be considered republishing. However, citing unsubstantial portions and discussing is Fair Use. You will hear from thier lawyer, when it's unfair.
