[Jgeneral] 64-bit addons

In 32-bit OS LAPACK and fftw - addons fine work. Probably, all is
connected by that addons are written with use of 32-bit dll ?.

 For example, in 64-bit Windows at performance fftw i.8 J gives out
a mistake:
error in:
domain error: cd
0 pick cmd cd(#shape);shape;dir;flag
