I disagree.

1. If there was a permissions error, then it should have been reported to me.
2. I was able to delete addons/ide/gtk/gtk.ijs without problem
3. I was able to '  ' 1!:2 <jpath '~addons/ide/gtk/gtk.ijs' without problem
4. After doing so, I deleted the gtk directory, and:

   install 'gtkide'
Updating server catalog...
Installing gtk binaries...
Finished install of gtk binaries.

   load 'gtkide'

...I still have no gtk support.  And, yet I can replace the file from within J:

   '1 2 3' 1!:2 <jpath '~addons/ide/gtk/gtk.ijs'
   1!:1 <jpath '~addons/ide/gtk/gtk.ijs'
1 2 3

So I do not see how I can blame windows for this issue.
