Watch the movie... Waco: Rules of Engagement They analyzed the entire siege and decided it was set up for a publicity gain by the ATF. (sure... you'll just say the movie is biased) There was an office set up for media coverage with lots of communications, but there was no setup for communicating with Washington... which is why it got out of hand. No one was watching the store. The movie analyzed aerial video shot during the final siege and it clearly shows that people on the outside (the ATF people) kept up a ring of gun fire so that no one could safely leave while the compound was burning.
