Throwing out all the political crapola from either side, the essential
truth is that all government agencies (city, state, and federal)
failed to do much until too late for the folks remaining in New
Orleans. It goes without saying that a bigger effort should have been
made to evacuate those folks. We're going to be playing the should'a,
could'a, would'a game for years. That classic game in American
politics: find a goat.
Much has been made about FEMA's slowness in responding, but a calm
head that I was listening to today said the FEMA's response came at
about the same speed as it did in other major catastrophes in recent
years.
And one should note that New Orleans has been a swimming pool waiting
to happen for at least 150 years. The incredible bureaucracy and
overlapping and counter productive agencies responsible for the levee
system are a recipe for disaster in any case.
And don't get me started on that crap about the government not
responding because most of the people left behind were black! Only a
really dumb Democrat (as opposed to the decent Democrats) can swallow
that bologna.

Debugging is twice as hard as writing the code ... If you write
the code as cleverly as possible, you are, by definition, not
smart enough to debug it.
