Sure, and the costs will continue to rise as it becomes more and more
difficult to find oil.  We could vear this discussion off into the
peak oil debate, but I don't think that will solve much.

Just because the US govt doesn't know how to run a profitable business
does not mean that its not possible to do so.  All of the OPEC nations
run their own oil industries at quite a nice profit.
