Have you been building the binaries for your genome browser installation ? If you have the source tree and have been building those binaries, go to the directory src/hg/makeDb/hgTrackDb/ and run a make. Everything needs to be kept in synchronization together. The genome browser CGI binaries and the database tables and the database loading commands should all be built and maintained together as one unit.
