Hi Jeremy,

Are your users with Windows machines on different campus networks from your 
unix machines?  I'm wondering if there may be a local firewall issue for the 
Windows networks.  Can the Windows machines upload files to other web sites 
e.g. web-based email?  Can they upload very small test files to the genome 
browser?

Since you are running a university core facility, I would guess your paying 
customers are all university research groups and you are not turning a profit, 
just covering costs of operation.  If that is the case, you don't need a 
special license -- our software is free for academic & non-profit use.  Users 
accessing the browser never need a license.
