I suspect you didn't emerge -e system successfully after the bootstrap. What does 'emerge -p net-tools' report? If it says [N ] you don't have it installed and I am probably right with the emerge -e system not being successful. If it says [R ] and /sbin/ifconfig doesn't exist, please attach your /var/log/emerge.log to http://bugs.gentoo.org/show_bug.cgi?id=109382 emerge -av --newuse system should fix it and probably other missing things as well.
