You are probably after the make_desktop_entry function in eutils.eclass.
 You can submit patches for ebuilds that don't install desktop entries
to bugs.gentoo.org.
    

A *much* better solution is to have upstream create a .desktop entry.  I
know that most people really don't like having bugs for the menu entries
being filed, while others don't care either way.  Personally, I'd add
them, but going through and carpet-bombing bugzilla with trivial things
such as this that really belong upstream will probably get at least
somebody upset with you.  Personally, I would go upstream with the
package authors and have them provide a .desktop file instead of having
us do it.

  
You know what... I could not find a complete GUI program to automate making entries in the gnome menu system. Do I have to manually edit gnome configuration files just to put a quick launch button in the gnome menu!? Doing that would be trivial... I would not mind submitting bug reports but now I am confused about who to contact about that next time.

Is this the right mail-list for a topic such as this? The gentoo-user mail list had a lot of volume when I was subscribed to it last time. Is this list for any subject about using X-Windows.
