As you said yourself, it was (and still is) advertized well, I don't know
how this can be improved (even from PR PoV). The only improvement I can
think of is to extend the FAQ and hope that all developers point to it.
Or, the relevant projects can put up a news item to inform the users (or if
they don't think it is important enough to justify a news item, have it
added to the GWN - these folks are doing a great job with their endaveours
and accept almost every feedback or addenda you might have).
Until we actually drop devfs, we are doing the best we can. Dropping
devfs sends a clear signal. We'll just have to deal with it until that
time comes. Anyway, back to the desktop... ;)
