Have you seen which interface and ip your ftpd is listening to? Some ftpd's need to be setup to listen to a specific device and ip, otherwise only bing to localhost, or local network ip's.

I have the server to listen to its internal address, and i switched the server to listen to the sshd port, and still is the connection refused. Is' very strange
