1) use netstat to check for open ftp/ssh port on IP address 0.0.0.0 or
   your external IP address used to connect to ftp daemon
2) check any sort of "allowed IP" policy in your ftp daemon
3) use any sniffer (tcpdump/ethereal) to dump TCP packets while trying
   to connect to ftp daemon
4) use strace to find out what your ftp daemon doing while you try to connect
