Yeah, sorry for being a bit waggish there... but on a more serious note, it sounded 
like you were expecting the user tool(s) to come with the kernel sources or something.

if you're configuring vlan's, i'd presume you'd know that userland tools are not 
distributed with kernel patches or kernel code.  Userspace tools must be downloaded 
and built separately; they merely interact with the kernelspace code to make it do 
stuff (like configure virtual lan's for your advanced router uber box).

hope this helps.. again, i'd just download and build the tools in /opt or something 
because they don't appear to be in portage.
