Sure, it's just that there's no reason not to include them in portage as they are required to put the VLAN stuff in the kernel to good use. Sort of shipping a kernel with LVM, MD and/or EVMS in it but no userland tools. Or, for that matter, a kernel with TCP/IP, but you would need to download and build ifconfig yourself before you can configure any interfaces... ;)


The FreeBSD way of doing VLANs is much better. There, I just had to say it. :)
