Have you tried renaming ~/.kde/share/apps/konqueror directory and trying 
that... Or maybe a combination of both.  From what you said it sounds like it 
works from another user, so probably reinstalling it won't help.

Are you trying to open your home directory?  If so, try just Ctrl+F2 and type 
/ <return>, to see if it is something in ~ that it doesn't like.
