Decorations and tiling are like water and oil, they don't mix. Decorations are per request, so you'd end up having all the decorations drawn on each GWC metatile... the end result would no be pleasing. Afaik the whole point about decoration is to be able to ship with a tiled client that puts certain overlays on top of the map dynamically, but be able to get a single png file that can be shared or printed that is one, and has all the decorations baked inside of it.
