Here you're hitting a pain point for the configuration.
Even in trunk we have API to deal with catalog itself, and a separate
one to deal with services... and nothing to deal with security,
or decorations, or any extra config.
It would be much nicer to have a single unified config+catalog
system, with the eventual possibility of doing global transactions
against it (in the prospect of saving stuff to a database).

Unfortunately it's one of those big tasks that needs a solid
backing to tackle it (we're in the ballpark of months here).
