Not a bad idea, I am also not against adding two headings to the CONTRIBUTING.md document (one for contributors and one for reviewing). I also hate duplication and would not be against having the developers guide link to the CONTRIBUTING.md document to reduce confusion. I imagine the developers guide could have examples and the CONTRIUTING.md document could have the short-form content.
