I cannot emphasis this enough, we do not have resources (time/money) and
engagement from our user list (testing) to maintain a windows installer.

This is a case where open source is not a "product" and we are very much
steered by participation rather than market opportunity. If your
employer is interested in donating your time towards this activity it would
be great, or reach out to our commercial support page
<http://geoserver.org/support/> for organizations with expertise to make it
happen.

For some years I would always generate the macOS installer by hand. If you
find many people are creating the installer manually perhaps we can
recruit one of them?

aside: whatever happened to the Docker volunteers after foss4g?
