1.7.7 is kind of old, I don't remember the causes for a 400 (without a proper error message).

The request looks fine, and if all the layers are present in gwc/demo then it appears that you have already set GEOSERVER_WMS_URL correctly.

Check the logfiles?

I can't say what is wrong with this request. Do I need to do some configuration before using GeoWebCache?
