I have just created the project. Apparently only you can link the project to GitHub. I don't know how far it will need your profile to finalize the configuration.
I added you as maintainer of the transifex project : could you have a look at https://www.transifex.com/GeoServer/geoserver-github-integration/settings/integrations/ ?
