For now the old classes are kept relatively stable. But with the work hapenning
directly in the referencing module, we will have to choose one or the other at
the end. It would be easier to let the choice to the users if the two
alternatives were in separated modules.
I believe that it will be nice to replace the old classes with new Jody's and
Cory's work, because there is really nice idea in their proposal. I just
believe
that we can not garantee a stable new framework in two weeks, which is why I
would like to postdone to Geotools 2.5.

Yes exactly :). Frankly, I really have a hard time to imagine who will want to
create thousands of CRS in a very short amount of time (short enough to make
concurrency worthly).
