Wait, wait, wait.

I really we suggest we stay "v2 or later", if that's what we were using,
until we hit OSGeo. Then we can switch to the "swiss cheese license" for
all I care but I'd like to not muddy things for now. It should only be
another decade or so before we emerge from incubation...
